Don't think it is.

• It is possible for a country with a potential three UEFA Champions League places to up this number to five, a country with two places to increase to four, or a country with one place to raise it to three. This can only happen if the association in question has two clubs who win both major European club competitions but that also do not qualify via their own league.*

I'm pretty sure if Man Utd last season finished 4th and won the Europa League then there would of been 4 CL spots for England. 5th doesn't then qualify.

In Scotland I think we would need to finish 2nd or below and win the Europa League and the league winners would also get in.

correct unless like last year all 4 semi finalists qualify for the CL via there league positions which saw Man Utd go straight into the group stages.

The winners of the EL go into the CL at the play off stage unless the previous seasons winner of the CL also qualify through their domestic position. Which is highly likely to happen.
