SFA stated they had been advised that legally they could not reopen the enquiry however claim that they wrote and asked clubs if they wanted one and only we did?
If you had been told you couldnt legally why would you then ask who wanted one? I am struggling to understand what version of events are true? My guess is none.

The SFA wrote to member clubs last Thursday to announce it would not take part in a review proposed by the Scottish Professional Football League board which included an examination of “the way Scottish football’s authorities have dealt with non-payment of tax by clubs”. The SFA claimed ‘’raking over the coals’’ would damage the game.

Celtic responded with a statement describing the review as “essential” and that not to do so would represent “a failure in transparency, accountability and leadership”.

SPFL statement

Following recent statements from the Scottish FA, a spokesman for the SPFL said: “The SPFL’s decision to call for an independent review was discussed in detail and approved by the SPFL Board on 24 July 2017. The SPFL Board will consider the decision by the Scottish FA to reject the call for an independent review at its forthcoming Board meeting on 21 September 2017.”
A rapidly banged out statement to take any wind from the sails of Regan's prerecorded drivel perhaps?
When would a fair independent review ever be a bad thing? Unless you've got something to hide.
