We would need to pay a development fee.
And there were English clubs sniffing around. He'd have gone in this window regardless I think.

It's not rocket science. We have the money and we are getting our retaliation in first.

Edit to add:. "Ross says ensuring his star player remained at St Mirren for his side's title push was an "absolute prerequisite" to any deal with Celtic.". BBC article

By no means the case that all suitors would have acted accordingly.

I'm happy with this.
I'd be interested in watching St Mirren highlights to see how he gets on.
If Kouassi goes out on loan hope he too goes to a Scottish club. More fun to keep an eye on them and to see how they do in our system (even if not prem).
