The way I see it is if the ball hit someone's arm, which is away from their body, when it otherwise would have been going towards goal or someone in a clear scoring position it should be a pen. Even if the defender is only 2 yards away.

The only way to make it a uniform rule is to give a foul, deliberate or not for eery handball

Disagree. If the ball hits the arm/hand and gives the team an unfair advantage then it should be a foul.

Not for me mate, intentional or not it stops the other team gaining a chance to score.

Fair enough, I just feel when there's absolutely nothing you can do then it's very harsh on the penalized team.
