I'm sure the working is something like , the kick is over when the ball ceases to move forward .
Meaning that in a shoot - out , if the ball hits the post the goes in off the keeper, it shouldn count...

The referee has the final say on when the penalty kick is over. The ball was still in motion, the keeper didn't have control of the ball therefore the referee is well within his right to deem it a goal.

There was a penalty shoot out a while ago and will be on youtube of some random teams where the keeper 'saved' it and started celebrating but the ball was still rolling from the initial 'save' and ended up over the line which was deemed a 'goal' which is pretty much the same as this.
